Hmm. Different results from different browsers, and "Permission denied" if I'm not logged in, even though post and file are public. Good, something fun to investigate!

Duh, "Permission denied" was stupid user error -- no problem.
So this actually works for me in Firefox on Linux, although the window for the PDF viewer is hardcoded at 300px high (with a vertical scrollbar). Firefox on iPad squashes the whole PDF into the 300px height. Two different Chromium-based browsers just give me an "Open" button which downloads the file, but perhaps that's a browser setting I missed.
Embedding a PDF requires a change in (streams) admin settings at:
Security > Allow embedding PDFs

Conclusion: Interesting to see how it works, but results will be erratic for different users, and I don't know what my Mastodon and other ActivityPub connections will be seeing. So it's probably better to just upload the PDF and link to it, rather than embedding.

It depends which browser you use in hz streams and maybe friendica (and if the addon is ON) , but probably in mastodon and clones it is just a link.
