It is possible to join 'groups' on other instances from my Streams instance? ie. I want to join this group on Minds:

Can I do this from my Streams instance or do I have to sign up for a Minds account to do this?

You can join the groups using "streams" software (and probably others using zot protocol) and, about the others using ActivityPub for example, you need to do some tests...

Not a lot of information there. Seems like there isn't any technical obstacle to joining a group from a streams-based instance, but it depends on how Minds allows you to join a group at their end. (I haven't tried it.)

Ya. I think 'how Minds allows you to join a group' is the issue. When you click join group they take you to a Minds login/register rather than allowing me to use my streams address.

You could try an experiment from your end and see what happens. Go to your Connections page, and put the group's URL (minus the "latest") into the Add New Connection box.
If we don't hear back from you, we'll know this made your instance catch on fire.

If the Minds group presents as a 'Group' actor type, connecting to it from streams sends both a 'Follow' and 'Join' activity, since not everybody implements the spec the same way. This should connect you. But the deal is that nobody can agree on how to post an initial topic to a group. We support a number of different ways, but some projects (Lemmy for instance) require you to post if from a Lemmy account.
I'm just telling you what I know. Haven't looked at all into minds federation.
The joy of ActivityPub where every project interprets the spec completely different and one needs to tweak their code to federate cleanly with each and every one.

It seems that Minds groups don't federate yet. From their documentation only Person types are currently supported and my poking around confirms that the documentation is probably accurate.
